Proposed Amendments to the Oil Spill Prevention and Administration Fund (OSPAF) fee

Re: Second 15-Day Notice Regarding Proposed Changes. 
The Office of Spill Prevention and Response is proposing to adopt changes to the regulatory text and add documents to the rulemaking file of Sections 870.15 through 870.21 in Subdivision 4 of Title 14 of the California Code of Regulations, pertaining to the Oil Spill Prevention and Administration Fund (OSPAF) fee.

The public comment period closed on June 29, 2017.  The proposed revisions to the rulemaking file consist of the following documents:

The Office of Administrative Law (OAL) has approved the Certificate of Compliance rulemaking to make permanent the OSPAF fee regulations.  Copies of OAL’s approval and the approved regulatory text are below:

Readoption of the Oil Spill Prevention and Administration Fund (OSPAF) fee

The Office of Administrative Law has approved the readoption of the emergency regulations to the rulemaking file of Section 870.15 through 870.21 in Subdivision 4 of Title 14 of the California Code of Regulations.

Re: 15-Day Notice Regarding Proposed Changes to the Oil Spill Prevention and Administration Fund (OSPAF) fee. The Office of Administrative Law has approved the readoption of the following emergency regulations. These regulations are valid for another 12 months.

    Proposed Amendments to the Shoreline Protection Tables

    Shoreline Protection Tables amendment (August 2016 version) package withdrawn for minor editing. Resubmittal (date to be determined) will be preceded by a 15-day public comment period.
